Dealing also with reference to his despatch No. 30 that this Govt have particularly avoided any recognition of the Spanish claim to Sovereignty over the Sulu group, as they have only acquiesced in the payment of duties to the Spaniards when regulating trade.

The despatches sent in proof hereof will show him in preparation of the views of this Govt as regards the injury done to Labuan by the proclamation of the Spaniards.
Not therefore recognising any claim that might be put forth by the Spaniards as to the Islands which make this his deep concern.
